I was injured by a K9 (police dog). Do I have a claim?
The use of a police canine to apprehend a suspect falls under the same analysis as any other use of force by police officers. What you have to look at is the severity of the crime at issue, whether the person was engaged in active resistance or flight, and whether there was the threat of imminent bodily harm to the officer or to others.
